Carpet specialists without schools

Where do people who are excellent carpet laying specialists come from?
I don't mean someone who uses a tape measure and a knife to lay a sheet of carpet pre-cut in a shop. I mean professionals who know how to properly prepare the floor, properly cut and glue down the carpet so that no joins are visible, heat weld PVC coverings, aesthetically turn up the plinth of the carpet on the wall, repair untypical subfloor and many other activities which have a great impact on the look and safety of floors in offices and various types of institutions.
 

Such people do not study at vocational schools. They learn it on the job, in good companies that create the conditions for them to do so. How long does such learning take?
From my observations over the years, it seems that in order for an employee to be a 100% independent specialist, he or she has to learn for 2 to 4 years, depending on ability. It is mostly a job of developing certain manual habits and this cannot be acquired in one month.
In our company, we introduced a system of positions based on the achievement of specific professional competences in 2007. There are five levels, and each level involves mastering several or dozens of skills related to carpet flooring. In addition to this, the employee in the job must be familiar with the rules and regulations for carrying out the work independently and must know the basic rules for communicating with customers, including in difficult situations. All this is tested in a practical and theoretical exam. Successful completion of the examination leads to more attractive working conditions and higher pay.

It occurred to me recently that it is companies, i.e. the commercial market, that are replacing the vocational schools that are failing today.
